Congress has voted to expand the program by $35 billion over five years and add 2 to 4 million kids to the program, and is to be paid for with a 61-cent increase in the cigarette tax. So, in summation, the bill takes money from cigarettes and gives it to poor, sick children [on screen: Pres. Bush saying, 'That's why I'm going to veto the bill']. No health care for poor kids?
